If the SEC does pass a Scope 1+2 reporting requirement β hey, that's better than nothing. But without Scope 3, it would be easy to get emissions 'off your books.' You could shift those high-carbon activities to 3rd-party private companies.

Today the @SECGov rules on their climate disclosure policy. Sounds like Scope 3 won't be included (too bad!). I'm sympathetic to the idea that downstream Scope 3 should be treated differently, as forecasts != performance. But IMHO Scope 3 upstream should be included.
