Frank Esquivel joined the U.S. International Development Finance Corporation (DFC) in November 2024 as Chief Operating Officer, leading the agency's mission-support and operational functions, including performance planning, human capital, information technology, contracting, and facilities. His prior experience includes 10 years in the U.S. Government Senior Executive Service, seven years as a vice president-level strategy and HR transformation leader in the private sector, five years as a federal agency administrative manager, and time as founder of a coaching and consulting practice. A U.S. Army veteran who lived in Latin America for 11 years, he studied international affairs at the undergraduate and graduate levels and speaks Spanish and Portuguese.

Goldie Shturman is Head of the Office of Investment Funds and Acting Vice-President at the U.S. International Development Finance Corporation, where she oversees more than 70 active funds spanning private equity, venture capital, infrastructure, and credit in emerging markets, and manages a team of over 30 investment professionals across Latin America, Asia, Africa, and MENA. She previously led the corporation's Latin America fund investment platform and spent nearly a decade at the Inter-American Development Bank (IDB Invest/IIC), committing over $100M to more than 20 private equity and venture capital funds across 12 countries in Latin America and the Caribbean, after beginning her career in investment banking at Evercore Mexico. James C. Polan is Vice-President and Global Head of Health and Agribusiness at the U.S. International Development Finance Corporation (DFC), where he manages financing programs in the health and agribusiness sectors across more than 100 emerging markets. He previously served as Vice-President of the Office of Development Credit and, earlier, as Vice-President of the SME Finance Department at the Overseas Private Investment Corporation (OPIC), which he joined in 1995. Before that, he spent 15 years with development finance banking institutions in Botswana, where he worked as a financial and economic consultant, served on company boards, and helped establish the country's first private hospital, later serving as its board chairman and chief executive officer.

Her background includes credit analysis and ratings work at Moody's Investors Service, transaction management at GE Capital covering underwriting and portfolio monitoring, and investment banking experience in capital raising and mergers and acquisitions. She has worked across sectors including extraction, energy, financial services, telecommunications, healthcare, and agriculture.
