Schaeffer was the founding Chairman and CEO of WellPoint (now Anthem), which he led from 1992 to 2005 after being recruited in 1986 to turn around its predecessor, Blue Cross of California, and taking it public in 1993. His earlier career includes serving as Administrator of the Health Care Financing Administration (now CMS), Assistant Secretary for Management and Budget at HHS, and leadership roles at Group Health of Minnesota, the Student Loan Marketing Association, and Citibank. He is a Professor at the University of Southern California, where he established the Schaeffer Center for Health Policy and Economics, and is a graduate of Princeton University.
