Agora provides an end-to-end governance platform for crypto protocols, allowing teams to deploy a governance system without writing code. Its core component is the Agora governor, a smart contract framework based on the OpenZeppelin (OZ) governor standard, extended with modular features. Advertised capabilities include gasless voting and proposing via Agora relays, multiple-choice proposals, security council controls that let a multisig block or execute certain functions, dual governance for multiple stakeholder groups, proposal sponsorship, staking-token support, optimistic proposals, transaction simulation, role management for proposing/vetoing/executing, delegation tooling for large tokenholders, proposal types that apply different processes to low- and high-stakes actions, an API, and Snapshot and Discourse integrations.
