He previously served as Secretary of the California Environmental Protection Agency and later Cabinet Secretary and Chief Policy Advisor under Governor Arnold Schwarzenegger, helped shape California's Global Warming Solutions Act of 2006, and co-founded R20 Regions of Climate Action in 2010.
