SISFS addresses the early-stage capital gap faced by Indian entrepreneurs, who typically cannot access angel, venture, or bank financing before achieving proof of concept. The scheme provides seed funding to startups with innovative ideas so they can conduct proof of concept trials, develop prototypes, run product trials, enter the market, and commercialize. The goal is to help startups mature to a stage where they can attract angel investors, venture capitalists, or commercial bank loans. Administered by DPIIT with an Experts Advisory Committee, the sector-agnostic, PAN-India programme runs year-round calls for applications and disburses funds to eligible startups through government-recognised incubators, without requiring mandatory physical incubation.
