What is dry powder in venture capital?

Dry powder is committed-but-uninvested capital — money funds have raised and can still deploy. Industry-wide dry powder indicates how much fuel remains regardless of sentiment; at the fund level it signals capacity for new deals and follow-ons.

Founders can approximate a fund's capacity from its last fund's size and vintage: a firm three years into deploying its fund has less appetite than one that just closed.
