Earlier he worked at Japan's Ministry of International Trade and Industry (now METI), where he drafted legislation including the 1998 Limited Partnership Act for Investment and the 1999 SBIR program, and later contributed to copyright management and trust business laws. He graduated from the University of Tokyo Faculty of Law in 1996, earned an MBA from Stanford University in 2003, and completed doctoral research in technology management that applied data science to identify startup opportunities from research papers.
