He was previously Permanent Secretary of the Home Office (1997–2000), Director of GCHQ, and held senior roles in the Ministry of Defence, including Deputy Under Secretary of State for Policy and Principal Private Secretary to the Defence Secretary. Since 2005–2006 he has been a visiting professor in the Department of War Studies at King's College.
