He served as Secretary of State of the Spanish Ministry of Health and Consumer Affairs from 1996 to 2000, during which he oversaw the Instituto de Salud Carlos III and supported the establishment of the National Centre of Cancer Research (CNIO) and the National Centre for Cardiovascular Research (CNIC); he also founded the Spanish Drug Agency in 1998 and was its Executive President until 2000. His earlier roles included Chief Executive Officer of the Galician Health Service (1991-1995), Deputy Minister of Health and Social Services of the Madrid region (1995-1996), and positions in internal medicine and the Medical Inspectors Authority of the Social Security, and he currently serves on the Board of Directors of ROVI Pharmaceutical Laboratories and as Vice President of the Coru
