As part of Tokyo's 'Global Innovation Strategy 2.0 STARTUP & SCALEUP' launched in November 2025, the Tokyo Metropolitan Government is building the SusHi Tech Global Funds platform. It positions 'global' and 'scale-up' as new pillars, aiming to support companies pursuing rapid global growth. The platform combines public-private partnership funds backed by Tokyo Metropolitan Government investment with startup funds run by government-certified private VCs. Tokyo's investment acts as a catalyst to draw in private capital that shares the goal of startup scale-up. The constituent funds provide capital and other scale-up support to promising startups, and the government is recruiting operators for two public-private partnership funds.
