FRP is a Russian government fund (Federal State Autonomous Institution, Russian Fund for Technological Development) that supports domestic industrial development through concessional loans. It offers preferential financing from 5 million to 2 billion rubles at 3% or 5% annual interest rates for building and modernizing manufacturing operations. Programs target import substitution and localization across sectors such as automotive and agricultural machinery components, medical/vaccine production, materials, rail transport, and consumer goods manufacturing. In 2025 and the first half of 2026, FRP began financing 330 new projects, aiming to create high-productivity jobs, generate tax revenue, and stimulate additional private investment across Russian industry.
